Definitely looks like some sort of pre made cladding, I've seen companies who sell this sort of thing in sheets. For a large commercial project like this I'd say they were especially made bespoke for it too.
In this case they looked to be fixed from behind. They may have been pre-cast into panels off site somewhere, then installed vertically.
